On the one hand, every government or political party opposes corruption in its election promises and makes it an issue to attract the people suffering from corruption to form a vote bank, while after the formation of the government, it tramples those promises under its feet and gets involved in the same corruption, now it is not logical to say that the entire government is corrupt, but if any person sitting on a government post is working by taking bribe, then it is natural to criticize the government.

The matter is related to the fake appointment case of "Bharat Scouts and Guides" in Aligarh district of Uttar Pradesh in 2021.

According to the report of Advocate Shivani Jain and the letter of the Regional Headquarters Lucknow, the above four posts of "District Training Commissioner Scout Post - Hiralal Barhasaini Inter College Aligarh", "District Training Commissioner Post - Maheshwari Girls Inter College Aligarh", "District Organization Commissioner Guide Post - Government Girls Inter College Kalai" and "District Organization Commissioner Scout Post - Lagsama Inter College" are vacant, on which the Regional Headquarters Lucknow has said in a written reply given on 2 December 2021 that, the above posts are vacant on which no appointment has been made by the headquarters.

On the other hand, in response to the "Question asked on 2 June 2022 under the Public Information Act" in the above context from "District Secretary Bharat Scout and Guide District Aligarh / Principal Talesara Inter College Talesara Mr. Dalesh Kankaran", a written reply has been given on "14 January 2024" that there is no appointment record of the above posts.

The answer to a question under the Public Information Act being given in almost 2 years is a question mark in itself, although the District Secretary Bharat Scouts and Guides District Aligarh has made it clear that no appointment records are available on the above posts.

When the appointments have not been made officially, the biggest question arises whether the above posts [Mr. Zafaruddin Sir/Government Teacher Lagsama Inter College on the post of District Organization Commissioner Scout, Dr. Shubhika/Principal Spokesperson Government Girls Inter College Kalai on the post of District Organization Commissioner Guide, Mr. Kuldeep Saxena Government Teacher Hiralal Barhasaini Inter College Aligarh on the post of District Training Commissioner Scout, Mrs. Jyoti Bhargava Assistant Teacher Maheshwari Girls Inter College Aligarh on the post of District Training Commissioner] are working on whose orders?

Joint Director of Education, Aligarh Division, Aligarh has written that the appointments to the above posts were made on 07-09-2021, whereas the District Secretary signed and issued appointment letters to the above posts on 11-09-2021, whereas the signature of the Regional Headquarters Lucknow is valid in the appointments to the above posts.

The Regional Headquarters Lucknow not signing the appointment letters and stating in the written reply given on 2 December 2021 that the above posts are vacant on which no appointment has been made by the Headquarters, proves that the appointments to the above posts are fake, invalid, which is the result of the connivance and bribery of the District Secretary.

On one hand, while the government talks about equal rights and development for all, the district secretary of the education department of the government department is seen talking only about development of those who give money. This incident has been brought to the notice of many reputed newspapers and high officials, but the matter remains as it is.

In the context of this incident, the renewal of Maa Saraswati Guide Company Swatantra Bharat Scouts and Guides has been banned despite the fact that the company has deposited the fee from 2017 to 2023. Neither is it being allowed to do higher education training.

All this is happening due to the dictatorship of three government principals working in Bharat Scouts and Guides, who deliberately neither want to proceed with the investigation nor allow the removal of the wrong and unjust ban imposed on "Maa Saraswati Guide Company Swatantra Bharat Scouts and Guides" even after the renewal fee has been deposited on time.

In the above context, Guide Captain Dr. Kanchan Jain of Maa Saraswati Guide Company Swatantra Bharat Scouts and Guides District Aligarh and Manager of Maa Saraswati Shiksha Samiti Dr. H.C. Vipin Kumar Jain have pleaded for justice to the Honorable Chief Minister of Uttar Pradesh and His Excellency the Governor / Patron Bharat Scouts and Guides and Honorable District Magistrate Aligarh and demanded an investigation into the fake appointment case of Bharat Scouts and Guides District Aligarh in the year 2021.
